Indochine Counsel and Apex LLC enter Cooperation Agreement and open Korean Desk in Ho Chi Minh City.

5 December, 2011

Indochine Counsel is pleased to announce the opening of our new Korean Desk in association with APEX LLC. On 21 November 2011, Indochine Counsel and APEX LLC signed a Cooperation Agreement and held an opening ceremony for the Korean Desk at Indochine Counsel’s office in Ho Chi Minh City. The Korean Desk will be jointly managed and operated by the two firms, and will act as APEX’s Vietnam Office. The two firms are not otherwise merging, and will remain independent.

APEX LLC has played a leading role in providing legal services for Korean corporations in their expansion of business to Southeast Asian countries such as Cambodia, Vietnam and Indonesia. By joint operation of the Korean Desk, the two firms are expected to provide effective legal services which are suitable for the local conditions, and for the expanding market of corporate restructuring and M&A in Vietnam.

The Korean Desk differentiates its legal services from the legal services provided by the existing Korean law firms in the early stages of investments in Vietnam and it aims to adopt strategies which will provide satisfactory legal services to Korean companies in Vietnam as well as the Vietnamese companies that wish to seek partnerships with Korea.

Mr. Kee Woong Park, the Managing Partner of APEX LLC, said, “The legal consultations in Vietnam through the Korean law firms so far have reached its limit. After its rapid opening of the market, Vietnam is now in the transitional phase. Beyond the simple establishment of corporations, the Vietnamese market requires high quality legal services for the operation of corporations and collection of investment capital. Moreover, Korean corporations and Korean immigrants in Vietnam face various legal disputes in Vietnam. To provide effective legal consultations regarding these matters, APEX LLC operates the Korean Desk jointly with a Vietnamese leading law firm, Indochine Counsel, so as to provide more localized and high quality legal services.”

According to Mr. Dang The Duc, the Managing Partner of Indochine Counsel, “With the increased investment and trade between Vietnam and Korea, the joint operation of the Korean Desk in Vietnam will be a fruitful and mutually beneficial cooperation between the two firms. While Indochine Counsel is strong in providing legal services to foreign companies with highly localized expertise, APEX LLC, as an Asian leading law firm, is certainly in the best position to bring in international expertise and connect Korean investors and traders to Vietnam. Each firm’s resources should benefit the other firm, and thus better assist the mutual clients.”

Mr. Kyung Cheon Lee, an attorney-at-law licensed in New York, has been dispatched from APEX LLC to be the Head of the Korean Desk. From Indochine Counsel, Mr. Bui Ngoc Hong, Partner, will be in charge of the Korean Desk. Mr. Kyung Cheon Lee received an LLB and an LLM from Seoul National University, School of Law. Mr. Lee worked at Korea Long Term Credit Bank and Kookmin Bank. After being admitted to the bar in the state of New York and receiving his MBA in the U.S., Mr. Lee became an expert in Vietnam who, while working for APEX LLC, acquired abundant experience in Vietnam based projects for clients such as Seoul City Hall, Korea Land Housing Corporation, Shinhan Bank, Kumho Industrial and Namkwang Engineering & Construction. Mr. Hong graduated from Ho Chi Minh Law University, and received his LLM from Nagoya University, Graduate School of Law in Japan.

After working for several foreign law firms in Vietnam, Mr. Hong joined Indochine Counsel as a partner, and has represented many foreign companies investing and doing business in Vietnam. Mr. Hong has been active in cross-border transactions, M&A, inward investment and corporate and commercial matters.
