In July 2012, the Commonwealth Attorney-General's Department issued a discussion paper to accompany consideration by the Parliamentary Joint Committee on Intelligence and Security of a package of national security ideas comprising proposals for telecommunications interception reform, telecommunications sector security reform and Australian intelligence community legislation reform. The paper, entitled Equipping Australia against Emerging and Evolving Threats, addresses the challenges to national security which are raised by developments in telecommunications technology whilst acknowledging the need to implement appropriate safeguards for the protection of individual privacy.  Specific focus will be placed upon the operation of the Telecommunications (Interception and Access) Act 1979 and the Australian Security Intelligence Organisation Act 1979 with the ultimate objective of reforming the lawful telecommunications access regime whilst simultaneously strengthening privacy protections and safeguards.
