Gordon Milner is a partner in Morrison & Foerster’s Hong Kong and Beijing.  He specializes in providing advice on life sciences, intellectual property, licensing, and commercial technology transactions. Mr. Milner has advised clients in the pharmaceutical, biotech, IT and financial services industries in Asia, Europe, and the U.S. on a wide spectrum of technology- and regulatory-related matters.  Mr. Milner has particular expertise in respect of cross-border commercial technology transactions in China, Hong Kong and across the Asian region.  He has worked with clients in respect of a variety of projects from traditional technology transfer and distribution arrangements, manufacturing contracts, to complex research collaboration relationships and clinical trials agreements. 


Mr. Milner’s practice ranges from major cross-border licensing projects, such as the establishment of the entire technology infrastructure for a new national PRC bank; to the cutting edge – for example, the protection of intellectual property rights in DNA databases.  In addition, Mr. Milner has substantial experience providing specialist regulatory, intellectual property, and technology law support and due diligence for private equity transactions and international capital market offerings in China, Asia, and the UK.  Mr. Milner is a frequent speaker and writer on such topics as international technology transfers, intellectual property protection, outsourcing, and privacy, and has delivered lectures on those subjects to both regional governments and industry bodies in Asia. 


He also specializes in the field of “open source” software and continues to be an active participant in public debates involving the Hong Kong government and major players in the software industry.  Mr. Milner is consistently ranked as a leading individual in Technology, Media and Telecommunications and Information Technology in Chambers Global 2007-2010 and Chambers Asia 2008-2011, respectively.  For TMT, Chambers Asia 2010 observes that Mr. Milner is “a really dedicated IT specialist” and “has a fine reputation in the market.” He was also ‘Highly Recommended’ for outsourcing matters in Hong Kong by PLC Which Lawyer? Mr. Milner has been resident in Hong Kong since 2001, having previously practiced in London.  He graduated in jurisprudence from the University of Oxford in 1994 and was admitted as a solicitor in England and Wales in 1997 and Hong Kong in 2002.  Mr. Milner is a Vice Chair of the Technology Law Committee of Inter-Pacific Bar Association.
